While rutabaga is relatively easy to grow, I think you will find my tips valuable. Since rutabagas don’t like their roots moved, I am not giving you any indoor sowing tips!
Outdoor Sowing Tips: 1) You can sow rutabaga seeds when the soil is between 60°F and 95°F in the spring. Since rutabaga gets sweeter, you might want try growing this root vegetable for a fall harvest.  2) Sow the seeds 1/4″ deep 3) Since the tops and the roots get big, I would suggest sowing and/or thinning the seeds so they are six inches apart or you have 4 rutabaga plants in a square foot for a fall harvest.  If you want younger and more tender rutabagas in the spring, you can space them 3 to 4 inches apart.
Growing Tips: 4) Rutabagas like consistent moisture so I use a drip system. 5) As for plant nutrients, rutabagas prefer phosphorus and potassium, not nitrogen. I would suggest used coffee grounds or some bone meal. 7) If you put rutabaga under cover or cover the roots with leaf mulch, you can get a head start in the spring or extend the season into late fall.
